		<description>Mackinac Island has a system like this.  Its called &quot;borrow a bike&quot; when you leave the bar.  Leave it on the sidewalk in front of your house then someone else going the other way will &quot;borrow&quot; it and leave it back in front of the bar.  Its a beautiful, low cost system and government doesn&#039;t have to pay a thing. Of course that&#039;s on an island.</description>
